In August of 1956 President Batista announced that he had named Gustavo Gutiérrez, President/Minister of the National Economic Council (Consejo Nacional de Economia) as his representative on the commission proposed by President Eisenhower to explore means for more effective work by the OAS in economic and social matters. The photograph above shows the many heads of State at this Panama Conference. Gustavo Gutiérrez is to the right of President Eisenhower.
