In light of the preparations for the creation of a new national constitution for 1940, the Afro-Cuban professional association, Club Atenas invited the leaders of the major political parties to bring forth their political platforms and points of view regarding immigration, the economy, labor, public education and racial discrimination. This series of speeches took place between February 13 and May 15, 1939. A commission was created by the club to compile and publish a book from the combined speeches to be delivered by 15 speakers. This commission consisted of Dr. Benjamín Muñoz Ginarte (club president) , Dr. Angel Suárez Rocabruna (club secretary) and Dr. Juan Jerez Villareal (literary section president).
