"Pioneer of 1940 Constitution" by Enrique Llaca


En 1976 Carlos Marquez-Sterling escribe un articulo en el Diario de las Americas donde dice, "Gustavo había formado parte de la Comisión Bicameral, que redactó el proyecto de Constitución y puedo asegurar que muchas de las instituciones que después se plasmaron en nuestra carta fundamental, se basaron en los estudios previos llevados a cabo por Gustavo Gutierrez."

En un articulo escrito por Perla Cartaya Cotta titulado, "Carlos Marquez-Sterling y la Constituyente de 1940," en la revista digital Palabranueva.net "Revista de la Arquidiosis de La Habana," Octubre / 2009 No. 189, la señora Cartaya Cotta dice, "Pronto quedo constituida una comisión bicameral, es decir, de legisladores de la Camara y del Senado. Y elegido como asesor de la misma, el doctor Gustavo Gutierrez Sanchez, eminente jurista, profesor de Derecho Internacional Publico de la Universidad de La Habana, quien debía ocuparse de la redacción de la ley electoral y del proyecto final de la nueva Constitución."
